On a semi automatic capsule filler the operator is part of the machine: output and fill weight depend on how evenly a person moves the capsule ring under the powder hopper, so the brochure figure is the best operator on the best day.

The operator loads the ring, moves it under the auger, separates and closes. Ask the stated hourly rate and how many operators it assumes. Compare quotes at the same number of people.
Fill weight comes from auger speed and how fast the ring turns under it. A frequency-controlled drive holds that steadier than a simple switch. Ask which is fitted.
Each capsule size needs its own ring and plates. Count sets in the offer and ask the price of one more size.
A vacuum pump seats the shells in the ring; the closing station presses caps on. Check both are included, the pump's rating, and whether closing is pneumatic.
Double-head versions fill two products or two ring positions. They cost more and only help if two operators are available.

One whose rate and fill spread hold with your operator on your powder. Frequency-controlled speed and a full set of size parts matter more than the frame.
For supplements and small batches, rarely. For licensed medicines, qualification papers and part supply may justify a European or used European machine.
Serial against the declaration, ring sets against the order, vacuum pump running, a timed hour with one operator, and capsules weighed one by one.
That the declaration and technical file exist and match the serial, and that the importer's own name and address are on the machine or its documents.
